Downsizing to a Seawall Boulevard condo is the most common retirement move on this coast, and the most commonly underpriced. The purchase price is the easy part. What decides whether the move works is the monthly assessment, what the master policy actually insures, whether the building allows short-term rentals, and whether you carried your school tax ceiling with you from the mainland. If you are looking for the best condo realtor in Galveston, you are really hiring someone to read a resale certificate before you fall in love with a Gulf view.

The Seawall is not one market, it is two building types and two buyer pools

Ten miles of seawall, roughly 17 feet high and 16 feet thick at its base, begun in 1902 after the 1900 hurricane and extended past 10 miles by 1963. The grade raising that followed, from 1903 to 1911, lifted about 500 city blocks using 16.3 million cubic yards of sand. Hurricane Ike over-topped the finished seawall in September 2008, which locals remember and underwriters have not forgotten. Along that corridor the condo stock splits into low-rise garden complexes and true high-rises, and the difference is not cosmetic.

Unit counts and rental policies are from current building listings and can change by amendment, so confirm in the declaration. Note the outlier. The Breakers is the one confirmed Seawall building here that does not allow vacation rentals, and for a downsizer that single line changes daily life: no rolling-suitcase turnover, no elevator queue on a Friday in July, a quieter building, and a narrower resale pool because investors are not bidding. Whether that is a feature or a cost depends on whether you plan to rent your unit when you travel.

What the market is doing, and what the condo numbers really mean

Galveston's median sale price across all property types was $374,752 in August 2026, down 6.3 percent year over year, at $267 per square foot, with 340 homes sold and a median 92 days on market. Galveston County median days on market reached 74 in August 2026 per FRED series MEDDAYONMAR48167, the fifth consecutive monthly increase from 58 in April.

Condo-specific closed-sale medians for the island are not published by any source we could verify this month, so treat the following as listing data. Redfin shows 283 condos for sale at a $255,000 median list price; HAR shows 302 or more condo and townhouse listings at a $611,832 average list price and $351 per square foot. Those are not in conflict. They describe a barbell, a deep pool of modest low-rise units and a thin layer of luxury high-rise inventory pulling the average up. Ignore both headline figures and price the specific building.

The costs that decide the move, and almost nobody models them

A Seawall condo's monthly assessment is not a mainland HOA fee with a beach view. It is often bundling three insurance products. Emerald By The Sea publishes the scope of its assessment: the property insurance master policy, windstorm coverage and flood coverage, plus gas, water, sewer, trash, landscaping, basic cable, fire monitoring, concierge, security and amenities. That is why the number looks high next to a Friendswood HOA. One building is not a pattern, so ask every association which of those three policies it actually carries, because the answer moves your personal insurance cost by thousands.

Two TWIA numbers are worth writing down. Under Texas Department of Insurance Order 2025-9513, effective for policies issued or renewed on or after January 1, 2026, TWIA's maximum limit for condominium and townhouse contents is $374,000, and its maximum for commercial structures, the category a condo building falls under, is $4,424,000. A fifteen-story Seawall tower can cost more than that to replace, and that gap between replacement cost and coverage cap is how special assessments get born. TWIA also filed for a 0 percent rate change for 2026, with average residential premiums around $1,700.

On taxes, the 2025 Galveston CAD rate sheet puts the combined rate for a City of Galveston property at 1.863387 per $100, made up of Galveston ISD, city, county, College of the Mainland, the navigation district and county road and flood.

Now the single most valuable fact for anyone over 65 making this move. Texas school districts subtract $140,000 in general residence homestead exemption plus another $60,000 for age 65 or older, and once you qualify your school taxes are capped, able to fall but not rise while you own the home. When you sell the mainland house and buy on the Seawall, you transfer the same percentage of school taxes, not the same dollar amount, by filing a tax ceiling transfer form with a fresh homestead application. Most downsizing advice gets this wrong. The City of Galveston, Galveston County and College of the Mainland all carry over-65 exemptions with a freeze too, so the benefit reaches past school taxes.

Property Code Section 82.157 requires the seller to deliver the declaration, bylaws, rules and a resale certificate prepared within three months, and the association must produce it within ten days of a written request. That certificate must disclose unpaid assessments, capital expenditures planned for the next twelve months, reserve fund balances, pending lawsuits and insurance coverage details, and a purchaser who relies on it is not liable for debts it failed to disclose. Texas does not require condo associations to conduct reserve studies or fund reserves to any standard, which makes reading that reserve line the most important ten minutes of your purchase.
