Jamaica Beach is not a Galveston neighborhood. It is its own incorporated city, platted in 1957 as a resort subdivision built around a marina and incorporated in 1975, sitting in a 0.77 square mile pocket with the City of Galveston pressing in on both sides. That is not trivia. It decides which council votes on your street, which rental ordinance governs your income, and which city signs off on your bulkhead. If you are looking for the best waterfront realtor in Jamaica Beach, start by asking whether the agent knows it is a separate city at all.

What "waterfront" actually means out here

Most of Jamaica Beach is canal, not beach. The city's own Master Dune Protection and Beach Access Plan documents roughly 3,450 feet of Gulf frontage, about two-thirds of a mile against a city spanning three-quarters of a square mile. Everything else is the man-made canal grid running back toward West Galveston Bay, with a public boat ramp at the Regatta Basin.

The Galveston Seawall stops at 99th Street, where it was extended in 1963, and has never gone farther west. Jamaica Beach sits miles beyond it. That is why elevated piling construction is the norm and why the ground level of most homes is treated as below base flood elevation. An agent who cannot explain what that does to your insurance and your rental income will cost you on both ends.

The market, honestly

Only three to nine homes trade here in a typical month, so monthly medians swing hard. Read the trend, not the headline.

The gap between a $544,900 median asking price and a $395.63 median sold foot is the whole story. Inventory is deep, list prices are optimistic, and buyers are taking four and a half months to commit. Sellers who price against a neighbor's asking price instead of closed sales are the ones sitting through hurricane season.

The three files that decide your deal

Short-term rental registration is a Jamaica Beach matter, not a Galveston one. Galveston took over rental regulation citywide on October 1, 2025 and stiffened it that November. None of it applies here. Jamaica Beach has run its own ordinance since 2021: a $250 application fee, a $250 annual operating fee since January 2025, a floor plan and parking sketch, a certificate posted inside the home, and a maximum occupancy that must appear in every advertisement. Occupancy is the lesser of two persons per qualified bedroom plus four, or living area divided by 150. City hotel occupancy tax is 9% on top of the 6% state tax. A stricter 2026 version was partly enjoined on May 4, 2026, when a federal judge blocked the provision barring owners from counting first-floor space below base flood elevation while leaving the 12-person cap and the $1 million insurance requirement standing. That injunction reaches only the named plaintiffs and association members. Pull the registration file during the option period, not after.

Second, your windstorm certificate. Galveston County is one of fourteen first-tier counties eligible for Texas Windstorm Insurance Association coverage, and TWIA requires a certificate of compliance (WPI-8, WPI-8-E or WPI-8-C) plus a declination. Missing certificates on older or altered structures are the most common closing delay on the West End.

Third, your flood policy, which carries a 30-day waiting period. For homes in V, VE or V1 through V30 zones built or substantially altered after September 1, 2009, TWIA legally requires it. One piece of good news most coastal content misses: TWIA has not raised rates since 2022, and on August 4, 2026 its board voted unanimously to file a zero percent change for 2027 after finding residential rates adequate by 9%.

One geography note, because it is the most common error in listing copy: Sea Isle, Pirates Beach, Laffite's Cove, Terramar Beach, Bay Harbor, Isla Del Sol, Sunny Beach, Spanish Grant and Karankawa Beach are neighboring West End communities. None sit inside Jamaica Beach city limits, so none get its police, fire, park, pool or rental rules. Buyers tour all of them in an afternoon and never learn they crossed three jurisdictions. Schools run through Galveston ISD, a district of choice with no elementary zoning and free transportation, feeding through Central and Weis middle schools to Ball High School.
