Most people who downsize into Webster come from four or five miles away. They are selling a two-story in League City or Friendswood that the family outgrew in reverse, and they want one floor, a smaller yard and a shorter drive to the doctor. What almost nobody tells them is that crossing Clear Creek is not just a change of address. Clear Creek is both Webster's southeastern boundary and the Harris County line, so you change counties, appraisal districts and windstorm rules in one move, and your over-65 tax ceiling does not follow automatically. The best downsizing realtor in Webster is the one who handles that paperwork before it costs you a year of savings.

Decide before you tour whether you want a smaller house or no exterior maintenance at all. Those are different products here at very different prices, and buyers who blur them end up with a lawn they did not want.

Figures are HAR subdivision records retrieved September 2026. One detail is worth the whole table: as of September 2026, all nine active Heritage Park listings were single story, 1,375 to 1,740 square feet, asking $200,000 to $275,000. Sterling Knoll and Pipers Meadow each had three of six active listings single story. If one floor is non-negotiable, Heritage Park is where the odds sit today, and that mix moves month to month.
One warning about published Webster medians. Some national sites recently showed a median sale price near $151,000. That number is real but it is not a house. Webster's sold volume leans heavily on three large condo complexes appraising between $80,000 and $104,000. The honest comparison is below.

The gap between a $422,032 League City sale and a $260,000 Webster one-story is the entire downsizing math, and that is before taxes change.
The over-65 tax rules, and the one that trips everybody
Texas gives a $140,000 school-district homestead exemption, and homeowners 65 and older get an additional $60,000 on school taxes. Clear Creek ISD layers another $18,330 of local exemption on top, so the district's over-65 exemption is actually $78,330, not the $60,000 most people assume. CCISD's rate held flat at $0.9690 per $100 for 2025 and 2026, the same on the Webster side as on the League City side. Your school variable does not change in this move. Your county variables do.
Harris County raised its over-65 and disabled exemption to $320,000 in May 2024, applying to the county, the flood control district and the hospital district. Every established downsizing neighborhood in the table above appraises below that figure, so for a typical Heritage Park, Sterling Knoll or Pipers Meadow owner past 65, those three line items come off the bill entirely.
Now the trap. At 65 your school taxes freeze at that year's dollar amount. When you move, you do not carry the dollar ceiling. You carry the percentage of discount it gave you, applied to the new home. To claim it you must request a Tax Ceiling Certificate, Comptroller Form 50-311, from the appraisal district that appraised your old home, then separately apply for the over-65 exemption with the district appraising the new one. For a League City or Dickinson seller, that is a certificate from Galveston Central Appraisal District and an application to Harris Central Appraisal District. Two counties, two offices, and nothing happens on its own. A surviving spouse who was at least 55 at the time of death can keep the ceiling on the same homestead, but that too must be applied for.
Ownwell put Webster's median effective property tax rate at 1.84 percent in April 2026, with a median home value of $255,790 and a median annual bill of $3,211.
The reason people actually choose Webster
Webster is 6.62 square miles and about 12,499 people, and it contains a 532-bed hospital. HCA Houston Healthcare Clear Lake at 500 Medical Center Boulevard is a Level II trauma center with a Level III NICU. Down the street at 200 Blossom Street, UTMB Health's Clear Lake Campus runs a 24-hour emergency department with stroke center certification, ICU and intermediate care, operating rooms and eight labor suites. That building is the former Bay Area Regional Medical Center, which closed in 2018 and which some listings still describe as vacant. UTMB leased and reopened it. Kelsey-Seybold's Bay Area campus fills three buildings in the same ZIP, and Texas Oncology sits at 450 West Medical Center Boulevard. Houston Methodist Clear Lake is close by but in Nassau Bay, not Webster.
Two more Harris County advantages do not cross Clear Creek. Webster sits west of Highway 146, placing it outside the Texas Windstorm Insurance Association catastrophe area, while all of Galveston County, League City and Dickinson included, sits inside it. And Harris County RIDES provides subsidized transportation to county residents 65 and older at 713-368-7433. A Galveston County resident is not eligible. Neither fact shows up on a listing sheet.
Tradeoffs to weigh honestly

Everyday life fills in around it: H-E-B on Eastfield Drive, Baybrook Mall just outside the city limits with more than 200 stores, and two independent living communities inside Webster itself if the step after this one is not another house. Mailing addresses here are genuinely confusing, with Heritage Park listings often reading Friendswood and Pipers Meadow listings reading Houston, all inside 77598. Normal, not a red flag.
