If you are shopping for a short-term rental in Jamaica Beach, the first thing to understand is that you are not buying in Galveston. Jamaica Beach is its own incorporated city, founded as a resort subdivision in 1957 and incorporated in 1975, sitting on about 0.58 square miles of canal-laced ground on the west end of Galveston Island. It has its own city hall, its own police department with a marine division, and most importantly for an investor, its own short-term rental ordinance. Buyers who assume the City of Galveston's rules carry across the line get an expensive surprise. The best agent for short-term rentals in Jamaica Beach is the one who reads the right ordinance.
Best for what? Define the rental before you define the house
"Short-term rental" covers three very different businesses on this island, and the house you should buy changes with each one.

The mistake we see most often is a buyer optimizing for nightly rate when Jamaica Beach's registered occupancy formula is what really caps revenue. Decide how many people the house can legally sleep before you fall in love with the kitchen.
The Jamaica Beach registration requirements
The city registers short-term rentals annually under Ordinance 2023-11, as amended by 2023-15. These are the practical items, and they are city requirements, not platform suggestions.

The state hotel occupancy tax of 6 percent applies to every short-term rental in Texas. Jamaica Beach levies a city tax on top of it, and rentals here have been required to remit since 1997. Airbnb's Jamaica Beach compliance page lists a 9 percent city rate the platform began collecting on November 1, 2024. Confirm the current rate and your filing schedule with city hall at 409-737-1142 before you close, because the city audits you, not the platform.
That 60-minute local contact requirement is the line item that quietly decides whether an out-of-town owner self-manages or hires out. If you live in Houston, you are not the local contact.
What the west end market actually looks like right now
Two different data sets matter here, and confusing them is how investors overpay.

Read those rows against each other. The mainland county median is climbing while the island's west end median has softened, on a month with roughly 20 sales. Small sample, so not a trend to bet a purchase price on, but it does say the west end is a negotiating market right now and the mainland is not.
On income, the published figures cover the Galveston short-term rental market as a whole, not Jamaica Beach specifically. Rabbu's April 2026 data put average annual revenue at $28,374 across roughly 1,739 active listings, occupancy near 27 percent, and revenue scaling hard by size: about $16,980 for a one-bedroom, $52,578 for a four-bedroom, $101,027 for six bedrooms and up. July peaks and January troughs by nearly six times. Treat that as directional and build your own pro forma from comparable listings.
The factors most short-term rental buyers miss
Windstorm is the big one. Galveston County is one of the 14 first-tier counties inside the Texas Windstorm Insurance Association catastrophe area. TWIA covers wind and hail only, never flood, filed a zero percent rate change for 2026, and averaged a $2,877 residential premium in the first quarter of 2026.
Two TWIA details matter here. Structures built before January 1, 1988 are exempt from the WPI-8 certificate of compliance, and with an average build year of 1982 a meaningful share of Jamaica Beach falls on the exempt side, though post-1988 work can pull a house back in. And in early September 2026, a TWIA committee voted down a proposal to eliminate wind coverage for non-owner-occupied secondary homes, which would have touched roughly 53,620 policies statewide and more than 18,000 in Galveston County alone. It was rejected, but the coverage your business plan depends on is a live policy question, not a fixed input.
Flood zones on the west end run from V zones nearest the beach to A zones farther inland. Pull the FEMA determination and the elevation certificate for the specific address rather than trusting a neighborhood generalization, because the certificate drives the premium.
Canal, dry lot, or beachfront

Jamaica Beach gives renters things the rest of the west end does not: a city park with a municipal pool, free drive-on beach access at Buccaneer Drive, a public boat ramp, and Galveston Island State Park's 2,013 acres next door. Those amenities are why a 1,280 square foot house here rents like a bigger one somewhere else.
