Dickinson ISD earned a B in the 2024-25 TEA accountability ratings while Texas City ISD earned a C, so the surprise generally works in a Cobblestone buyer's favor. But it changes your campuses entirely: Hughes Road Elementary, then Barber Middle for grades 4 and 5, then Dickinson High School. Because Dickinson ISD runs three separate junior highs between Barber and the high school, always get your specific grades 6 through 8 campus confirmed in writing for your exact address. Do not let anyone guess it, including us.
The second is the tax rate. Cobblestone is inside Galveston County MUD No. 31, which carried a rate of 0.80 per $100 in the 2025 Galveston CAD rate schedule. Stack that on the City of Texas City, Dickinson ISD, Galveston County, College of the Mainland, and county road and flood levies and you land near 3.0% combined. That is a normal number for a new master-planned community with district-financed infrastructure, and it is not a scandal.
