Webster is 6.39 square miles, about 12,500 residents, four hospitals, and a city the City's own comprehensive plan says swells past 200,000 people during the workday. It is also 22.4 percent owner-occupied, and HAR counts just 127 single-family properties inside the city limits. In a market that thin, a five-star average tells you an agent was pleasant. It does not tell you they can price Walnut Place, where 39 homes sit on 5,000 square foot lots and three are for sale. Searching for a highly reviewed real estate agent in Walnut Place is the right instinct and the wrong first question.

What a Review Signal Actually Proves

Star ratings are moderated. They are not audited against closed transactions. Knowing exactly what each platform does and does not check is the difference between a useful signal and a decorative one.

SignalWhat the platform actually requiresWhat it does not prove
Zillow agent reviewsReviewer must register, and only buyers or sellers who "communicated, or worked with" the agent may post; Zillow determines whether that relationship exists at its own discretionThat a transaction ever closed
HAR Client Experience RatingThe agent is emailed after a transaction and supplies the client's email addressThat the rating set is complete, because display is opt-in and the agent can switch it off at any time
Google reviewsThe reviewer must be signed in to a Google account and describe a genuine experienceAny connection to a real estate transaction at all
Volume of reviewsNothing; it is a function of how long and how hard an agent has solicitedCompetence on your property type or your street
TREC license recordAn active license, the sponsoring broker, completed education, and disciplinary actionsNothing about service quality, and the disciplinary window shown is the past 10 years only

The structurally important item there is the HAR opt-in. An agent can display their ratings, hold a rating without displaying it, or opt out entirely, and change that setting whenever they like. So an absent rating is not a neutral data point, and a perfect one is a set the agent chose to publish. Paying for reviews, meanwhile, stopped being merely a policy violation two years ago: the Federal Trade Commission's rule on consumer reviews and testimonials took effect October 21, 2024, with civil penalties up to $51,744 per violation for knowing violators. Treat stars as the tiebreaker, not the screen, after you have checked a license at the TREC License Holder Lookup and asked for the two disclosures Texas requires, the Information About Brokerage Services form and the Consumer Protection Notice. An agent who never handed you either has already told you something no review will.

Webster's Own Market Data Disagrees With Itself

This is not a criticism of any one source. It is a geography problem, and it is the single best argument for local judgment over automated valuation in this particular city.

SourceHeadline figurePeriodActive listings
HAR, City of Webster subdivision record$262,789 median market value, 127 single-family properties2025 facts1

RealtyTrac, ZIP 77598$264.4K median sold, down 4.95 percentSeptember 2026160 to 166

Figures reflect each publisher's own data for the period shown and change monthly. One Redfin page carries two opposing stories about the same market, and that is reported above exactly as published rather than averaged away.

Look at the active-listing column rather than the price column. Fifty, 99, 160 and 1, in roughly the same window. Nobody is wrong; they are counting different shapes. Zillow draws a portal polygon, RealtyTrac counts the whole ZIP, and HAR's subdivision record counts only platted single-family inside the city limits. When a seller shows you a portal estimate here, the first question is not whether the number is high or low. It is which Webster it is describing.

The Factors Webster Buyers and Sellers Miss

FactorWhy it bites in Webster specificallyWhat to verify before you sign
City-limits trapPipers Meadow (931 homes) and Sterling Knoll (337 homes) carry Webster mailing addresses but City of Houston on the tax roll at 0.5192 percentRead the municipal line on the tax record, not the mailing address
The unincorporated pocketHeritage Park at 77598 (723 homes) has Webster addresses, no city tax line at all, and Harris County MUD 55 at 0.4000 percentA 0.40 point swing between two "Webster" houses is real money
Appraisal districtWebster is Harris County, so HCAD appraises it, not Galveston CADBuyers moving up from League City routinely protest at the wrong district
Stale city rateHAR prints City of Webster at 0.3748 percent, which exceeds the city's own 2025 voter-approval rate of 0.37106 percentTreat HAR's city row as likely a year behind and confirm the adopted ordinance
Thin compsWalnut Place has 39 homes, three active and three sold; the city record shows one saleNo automated model can price this; it needs a human reading three transactions
Appraised versus soldWalnut Place appraises at $143.88 per sq ft and sells at $170.68, about 18.6 percent above the rollPrice from sold data, and expect a tax protest argument on the gap
Renter-heavy baseOwner-occupancy is 22.4 percent; the 2017 city plan counted 4,879 apartment units against 890 single-family homesYour resale buyer pool is small, so marketing reach matters more here

The city-limits trap leads because it is invisible until closing. Three of the largest subdivisions people call "Webster" are not in the City of Webster, and the difference shows up as a municipal tax line, a different permit office and a different bill. Walnut Place is cleanly inside the city: its tax record carries Harris County at 0.3853, Flood Control at 0.0490, the Hospital District at 0.1635, the Department of Education at 0.0048, Port of Houston at 0.0062, City of Webster at 0.3748 and Clear Creek ISD at 0.9690, with no MUD or water district on the roll. HAR publishes no total, noting that tax type varies by property; those components add to 1.9526 percent by arithmetic. The no-MUD fact is this subdivision's quiet advantage and belongs in a listing, because a buyer comparing it against a Heritage Park house is comparing against four tenths of a point of district debt they never noticed.

Reviews Versus Verifiable Credentials

OptionUpsideTrade-Off
Choosing on review volume and star averageFast, free, reflects real client sentiment at some scale, and a long record of consistent reviews is genuinely hard to fake under the current FTC rule.No platform verifies a closed transaction, HAR display is agent-controlled, Google requires only a signed-in account, and none of it is specific to a 39-home subdivision or to Webster's city-limits problem.
Choosing on verifiable credentials and local recordA TREC license lookup, a disciplinary check, the mandatory disclosures, named designations and a documented production record are all things you can confirm yourself in about ten minutes.Credentials say nothing about whether you will enjoy working with the person, which is exactly the thing reviews are good at.

Use both, in the right order. Verify first, read reviews second, interview third, and ask one Webster-specific question: which city is this house actually in, and how do you know. An agent who answers from the tax roll rather than the mailing address has shown you more in one sentence than a hundred stars.

Webster's value is structural, not cosmetic. Four hospitals sit inside the city, including HCA Houston Healthcare Clear Lake at 532 beds, UTMB Health Clear Lake at 200 beds and Kindred Clear Lake at 110 beds. NASA's Johnson Space Center, whose 2022 annual report puts total workforce at 11,789, anchors the corridor. Baybrook Square sits at Bay Area Boulevard and I-45, which the City describes as carrying 250,000 vehicles a day, across from Baybrook Mall (which is inside Houston city limits, not Webster). That density is why Webster houses lease and sell despite a resident population of 12,507.

Why the Mandie McMillan Team at RE/MAX Coastal, Client for Life and Not Just "Highly Reviewed"

Mandie McMillan was born and raised in La Marque, the center of Galveston County, and has lived in her current League City home for 18 years. That is 50 years in this area, and it is how you learn that one ZIP code can hold a City of Webster house, a City of Houston house and an unincorporated MUD house on nearly identical streets.

In 2025 the team closed 75 sides and $22,127,458 in production volume, with Mandie personally closing 30 sides and $11,676,748. Across just six producing agents that is roughly 12.5 closed sides and $3.7 million per agent, which is depth rather than headcount: you get an agent who knows your file, not a number in a 40-agent funnel. Mandie is a RE/MAX International Hall of Fame inductee and a repeat RE/MAX Chairman's Club and Platinum Club honoree, holds the SRS and CLHS designations, and has been licensed since 2000 under license number 479403, which you are welcome to look up yourself. She served as 2017 President of the Bay Area chapter of the Women's Council of Realtors and 2018 Texas District Vice President.

Other capable firms work the Clear Lake corridor and specialize differently: relocation franchises serving the aerospace and medical employers, builder shops, waterfront specialists. We would rather be judged on what you can verify than on a star count we solicited.

We work as your Lifelong Advisor, the same tier as your doctor, lawyer or CPA, not a one-transaction agent. If you are buying or selling in Walnut Place or anywhere in Webster, call The Mandie McMillan Team at RE/MAX Coastal. Bring the portal estimate with you, and we will show you which Webster it was measuring.
