Laffite's Cove sits on the bay side of Stewart Road between 11 Mile Road and 13 Mile Road, on the West End of Galveston Island, and it is one of the few canal neighborhoods on the island where the water, the wildlife, and the deed restrictions were all planned together. Homes here commonly come with boathouses or private docks on canals, lakes, or bayous that lead into Galveston Bay, there are community boat slips and ramps, and a 35-acre nature preserve overseen by the Laffite's Cove Nature Society sits inside the neighborhood. Sales run from the $300,000s to roughly $3 million. The best waterfront realtor in Laffite's Cove is the one who understands why that range is so wide, and why one rule in the covenants changes who should buy here at all.
The rule that sorts Laffite's Cove buyers from Galveston buyers
Most of Galveston's West End is short-term rental country. Laffite's Cove is not. Short-term vacation rentals are not permitted in the neighborhood. That single line removes the investor bid that inflates and churns much of the island's West End inventory, and it is the reason Laffite's Cove behaves more like a primary and second-home market than a rental market.
| What you want from island waterfront | Is Laffite's Cove the right answer? | What to verify first |
|---|---|---|
| A boat at the house, into Galveston Bay | Yes. Canal frontage with boathouses and docks, plus community slips and ramps. | Canal depth at low tide and the bulkhead condition on the specific lot |
| Rental income from a beach house | No. Short-term vacation rentals are not permitted. | Read the recorded CCRs yourself; do not rely on a listing remark |
| Gulf-front beach access | Not directly. This is the bay side of Stewart Road. | Drive the route from the lot to your preferred beach access |
| Birding, kayaking, quiet water | Strongly yes. The 35-acre preserve and the canals were shaped to feed fish and birds. | Walk the preserve trails in the morning |
| Resort amenities | Community pool, tennis courts, pavilions, and nature trails. | Confirm current HOA dues and what they cover |
That one restriction is worth the whole analysis. A buyer who wants a boat, a quiet canal, and neighbors who live there will find very little competing inventory on the island. A buyer who needs the house to pay for itself through nightly rentals is in the wrong neighborhood, and an agent who lets that buyer get to closing before mentioning it has failed them. Read the covenants during the option period, in full, every time.
The island tax advantage almost nobody prices in
Here is the comparison that genuinely surprises mainland buyers. The Galveston Island tax stack is lower than most Galveston County mainland stacks, because Galveston ISD's rate is well below the mainland districts.
| Taxing entity on a Laffite's Cove parcel | Rate |
|---|---|
| Galveston ISD | 0.8415% |
| City of Galveston | 0.4087% |
| Galveston County | 0.3227% |
| Galveston College | 0.1194% |
| County Road and Flood | 0.0030% |
| Combined | 1.6953% |
Compare that to the mainland, where Clear Creek ISD alone runs 0.9690% and Dickinson ISD 1.1420%, and typical mainland combined stacks land in the 1.9 to 2.3 percent range. On a $900,000 house, roughly 25 to 60 basis points of difference is real money every single year. HAR notes that tax type varies by property and its table carries no tax year label, so confirm the current entity list for your exact parcel with Galveston CAD before you build a budget on it.
The offset, of course, is insurance. Galveston Island sits in the Texas Windstorm Insurance Association's first-tier coastal territory, and a waterfront house with a dock carries windstorm, flood, and often separate dock coverage. WPI-8 certification on any post-purchase construction is not optional. The honest framing is that the island trades a lower tax rate for a higher insurance premium, and which side wins depends entirely on your roof age, elevation, and construction type. Get a bound quote on the specific address before your option period ends, not a ballpark.
What waterfront buyers in Laffite's Cove miss
| Overlooked factor | What actually happens | How to handle it |
|---|---|---|
| Bulkhead and dock are the hidden capital cost | Canal bulkheads and boathouses have finite lives and are expensive to replace. | Inspect the bulkhead and dock separately from the house inspection |
| Canal depth varies | Not every canal lot floats the same boat at every tide. | Measure at low tide with the boat you actually own |
| The value range is wide for a reason | HAR's Townhomes At Lafittes Cove record, a small 14-property subset, shows a $1,088,575 median market value, $470.43 appraised per square foot, and a $832,000 to $1.40 million range. That subset is not the whole neighborhood, where sales start in the $300,000s. | Insist on a comparable set drawn from the same canal and the same construction era |
| Elevation drives everything | On the island, elevation determines flood premium, finished-floor rules, and resale. | Request the elevation certificate before you offer |
| Homestead exemption | Texas Proposition 13, passed November 2025, raised the school homestead exemption from $100,000 to $140,000 for tax years beginning January 1, 2025. A second home does not qualify. | Decide early whether this is a homestead or a second home, because the tax math differs sharply |
The comparable-set point is where most Laffite's Cove deals go wrong. A neighborhood that spans the $300,000s to $3 million cannot be valued off a neighborhood average, and the small HAR townhome subset above is a good illustration of how a 14-property record can imply a price per square foot that has nothing to do with the house you are buying. Canal position, elevation, and bulkhead age move value here more than square footage does.
Tradeoffs: Laffite's Cove against the other coastal options
| Option | Upside | Trade-Off |
|---|---|---|
| Laffite's Cove, Galveston | Canal frontage with docks into Galveston Bay, a 35-acre private nature preserve, pool and tennis, a combined tax stack near 1.70 percent, and no short-term rentals diluting the street. | Island insurance exposure, bulkhead and dock capital costs, no rental income option, and a bay-side rather than Gulf-front location. |
| Galveston West End resort communities (Pirates Beach, Sea Isle, Pointe West) | Gulf proximity and short-term rental income potential. | Rental churn next door, the City of Galveston's STR registration regime, and higher turnover in your neighbors. |
| Mainland canal communities (Bayou Vista, Tiki Island, Grand Cay Harbour) | Shorter mainland commutes and, in Bayou Vista, canal frontage on nearly every lot. | Higher combined tax stacks on the mainland, and Tiki Island prohibits vacation rentals by village ordinance as well. |
Why The Mandie McMillan Team, and what Client for Life means on the water
Waterfront is where an agent's local depth is either real or it is decoration. Mandie McMillan was born and raised in La Marque in 1976, has lived in this area for 50 years, and has spent 18 of them in her current League City home. She has been licensed since 2000, which is 26 years of pricing canals, docks, bulkheads, and windstorm exposure across Galveston County. She is a RE/MAX International Hall of Fame inductee and a repeat RE/MAX Chairman's Club and Platinum Club honoree, and she carries the CLHS Certified Luxury Home Specialist and SRS designations. She served as 2017 President of the Women's Council of Realtors Bay Area chapter and 2018 Texas District Vice President.
In 2025 the team closed 75 sides and $22,127,458 in production volume, with Mandie personally closing 30 sides and $11,676,748. Across six producing agents that is roughly 12.5 closed sides and $3.7 million per agent. On a canal house with a seven-figure price and a thin comparable set, that ratio is exactly what you want: a senior agent who has personally priced water in this market, not a handoff to whoever is next up.
Client for Life means your agent stays your advisor, in the same tier as your doctor, lawyer, or CPA. The person who reads the covenants and inspects the bulkhead with you is the person who answers in year seven when you are weighing a dock rebuild against a sale.
