Harborside Way and Harborside Circle hold one of the smallest luxury pockets on the Clear Lake side of Galveston County, and the pricing gap tells you why it needs a specialist. Across ZIP 77565, the Kemah market ran a median sale price of $334,855 at about $198 per square foot in the three months ending August 2026. Inside The Arbors at Waterford Harbor, current listings run $689,500 to $1,025,000 at roughly $310 per square foot. That is a premium of more than 50 percent per foot on the same ZIP code, and an agent who markets this enclave as "Kemah" instead of as a marina enclave inside Kemah is the reason good listings stall.
Luxury here is a marketing-reach problem, not a pricing problem
A buyer paying $310 per square foot in Kemah is not shopping a ZIP code. They are shopping a slip, a gate, and a commute. That changes where the listing has to appear.
| Marketing channel | Why it matters at The Arbors |
|---|---|
| Boat-owner and marina networks | Waterford Harbor's marina runs 643 slips in the 35 to 70 foot range. Slip size, not square footage, is often the first filter a buyer applies. |
| Clear Lake relocation pipelines | Johnson Space Center and the Texas Medical Center corridor supply the household income that supports this price band. |
| Houston luxury syndication | The buyer is frequently a second-home purchaser from inside Houston, not a local move-up. |
| Build-era positioning | Homes here date from 1997 to 2004, with the community established in 1998. This is mature custom product, not new construction, and the copy has to say so plainly. |
The guidance that follows from that is simple and routinely ignored. A 1,875 to 3,072 square foot footprint in this enclave competes against newer and larger homes further inland at a lower price per foot. The listing wins on water access and gate, so the water access and the gate have to lead every piece of marketing, including the first photo.
The Kemah market around the enclave
| Kemah / 77565 metric (Redfin, three months ending Aug 2026) | Value | Year over year |
|---|---|---|
| Median sale price | $334,855 | up 0.3 percent |
| Median price per square foot | $198 | down 3.2 percent |
| Median days on market | 90 | down 30 days |
| Homes sold (August 2026) | 44 | up 19.6 percent |
| Sale-to-list ratio (August 2026) | 98.3 percent | up 0.6 points |
Those last two rows are the most useful numbers on this page. A 90-day median marketing window paired with a 98.3 percent sale-to-list ratio means Kemah is slow but it is not discounting. Sellers here wait, and then they get close to asking. That combination rewards patience and punishes a nervous price cut in week six. It also means a buyer hoping to negotiate ten percent off a well-priced Arbors listing is working against the local pattern, and a good agent can show them the data rather than argue about it.
The factors most Arbors buyers and sellers miss
| Overlooked factor | What it costs if you miss it |
|---|---|
| A Kemah address does not settle the taxing jurisdiction | In this marina area, parcels can be taxed by League City plus Galveston County plus Clear Creek ISD despite a Kemah mailing address. Pull the parcel record before quoting a tax rate to anyone. |
| HOA dues and what they buy | Third-party aggregators report association fees in the $2,300 to $2,724 range for this community, but the billing period is not published and the data is not verified by the association. Get the current schedule and the reserve study in writing. |
| Slip ownership versus slip access | A home near a marina and a home with a deeded or leased slip are different assets. Confirm which one you are buying and what transfers at closing. |
| Short-term rental rules | Kemah regulates short-term rentals under Ordinance 1198, with a fee near $450 per year, inspection within 30 days, and a 7 percent hotel occupancy tax filed quarterly. Confirm HOA deed restrictions separately, because an HOA can prohibit what the city permits. |
| Windstorm and flood coverage | Coverage cost on the Clear Lake side varies by elevation certificate and bulkhead condition, not by neighborhood average. |
| Only a handful of homes trade here | With three units currently active on two streets, one bad comp can anchor an appraisal for a year. |
The non-obvious lesson is about thin inventory. In a community this small, the appraisal problem is not finding a comp, it is finding a comp that is not your own neighbor's distressed or over-improved sale. Experienced agents in this market build the comp file from the wider Waterford Harbor and Clear Lake waterfront set and document the adjustments in advance, so the appraiser is not improvising on the day.
Tradeoffs worth naming out loud
| Option | Upside | Trade-Off |
|---|---|---|
| Buy in The Arbors at roughly $310 per square foot | Gated marina living with mature landscaping and a short walk to deep water, inside a community that has held together since 1998. | You pay a per-foot premium over the surrounding ZIP and you accept late-1990s and early-2000s construction systems. |
| Buy more square footage inland in Clear Lake or League City | A lower price per foot, newer mechanicals, and a deeper resale pool. | No slip, no gate, and a different buyer when you sell. |
| Buy a larger waterfront custom home elsewhere on the bay | More land and, in some cases, direct bay frontage. | Higher windstorm exposure, bulkhead maintenance, and a thinner buyer pool at resale. |
Why The Mandie McMillan Team, Client for Life rather than "best luxury agent"
Mandie McMillan was born and raised in La Marque, the center of Galveston County, in 1976 and has lived in the area for 50 years, the last 18 in her League City home. The Clear Lake and Kemah waterfront is not research for her. It is the water she grew up on, which is why she treats a slip, an elevation certificate, and a taxing-jurisdiction check as part of the listing file rather than as a buyer's homework.
She is a RE/MAX International Hall of Fame inductee (2019), a repeat RE/MAX Chairman's Club and Platinum Club honoree, and holds the CLHS (Certified Luxury Home Specialist) and SRS (Seller Representative Specialist) designations. She led the Bay Area chapter of the Women's Council of Realtors as 2017 President and served as 2018 Texas District Vice President. Licensed since 2000, 26 years in the business.
In 2025 the team closed 75 sides and $22,127,458 in production volume with six producing agents, and Mandie personally closed 30 sides and $11,676,748. That is roughly 12.5 sides and $3.7 million per agent. Depth over headcount is the whole point. You get an agent who knows your file and a Rising Tide bench behind them, not a ticket number.
