Webster's average home price is about $384,489. Brookfield Residential's homes at Midline start in the mid $600,000s. Those two numbers describe the same city, and the gap between them is the entire reason buying new construction here needs an agent who is not the person sitting at the builder's desk. Midline is a 1,000-acre master plan at I-45 and Bay Area Boulevard, about 2,800 homes at build-out, and it opened to the public in May 2026. It is the largest thing to happen to Webster housing in a generation, and almost nothing you know about the Webster resale market transfers to it.
Best for what, exactly
"Best new construction realtor" is a useless phrase until you say which part of the process you need protected. In a four-builder master plan, the risk is not finding a house. The risk is the contract, the phase timing, and the amenity you are paying for but cannot use yet.

The single most valuable thing an agent does here is unglamorous: they get you registered correctly on visit one. Builder sales counselors are good at their jobs and they work for the builder. Showing up alone, touring three model homes, and then trying to attach representation afterward is how buyers lose their advocate for the most expensive contract they will ever sign.

Read the last two rows together. Webster's resale market runs near $177 per square foot. A new Toll Brothers or Brookfield home in Midline is a different product in a different price tier inside the same city limits, which means your appraisal, your comparable sales and your eventual resale pool all come from inside Midline, not from Webster at large. For the first several years, the community is its own market.
That has a practical consequence on financing day. Webster shows 263 recently sold homes against 99 active listings, so there is plenty of transaction volume in the city, but almost none of it is comparable to a new build in a master plan that opened four months ago. Appraisers working an early Midline contract are reaching for whatever they can find, which in practice means other Midline sales, builder-reported closings, and comparable new construction in Clear Lake and League City. Ask your agent what the appraisal file will look like before you go under contract, not after. If the honest answer is that the comparable set is thin, that is an argument for a larger option period and a clear appraisal contingency, not an argument against buying.

Here is the part nobody at a model home will raise. Challenger 7 Memorial Park next door is 326 acres of genuine amenity that exists today, is free, and is not going anywhere. If you are choosing between a lot premium for a greenbelt view and a lot two streets closer to the park entrance, the park is the more durable asset. Buy the location that will still be an advantage after the last phase closes out.

There is no correct answer among those three. There is only the answer that matches how long you plan to stay. If the honest number is under five years, the early-phase math is harder to defend, and any agent who will not say that to you is selling rather than advising.
